The ACT Emergency Services Agency (ESA) is the ACT Government organisation charged with providing emergency management services to the Canberra community.

The ESA comprises of ACT Ambulance Service, ACT Fire & Rescue, ACT Rural Fire Service, ACT State Emergency Service and ESA Support Services. Together we are one team of many players with a single vision of being “the trusted agency for emergency management in the ACT.

ACT Fire & Rescue is a diverse organisation with legislated responsibility in a variety of areas related to fire and rescue, including fire suppression, rescue capabilities, and community safety activities.

ACT Rural Fire Service (ACTRFS) is responsible for protecting life, property and the environment from bush and grass fires that occur within rural or non-suburban areas of the ACT. ACTRFS has both volunteer brigades and a brigade of TAMS employees who work together responding to bush and grass fires, and conducting hazard reduction burning.

The ACT State Emergency Service (SES) is a volunteer emergency service organisation which gives immediate assistance to the community during emergencies and disasters. ACTSES volunteers provide community response to flood and storm 24 Hours a day, seven days a week.

ACT Parks and Conservation Service (ACT PCS) is the ACT Government’s national parks, nature conservation and land management agency. ACT PCS is part of the ACT Government’s Environment, Planning and Sustainable Development Directorate. We have responsibility for managing commercial forest plantations in the ACT.

As a land manager in both the ACT and NSW (Googong Foreshores), ACT PCS has a legal responsibility which includes managing bushfire fuels on its land and limiting the spread of fire on and from its lands.

ACT PCS has a dedicated fire management section which facilitates the completion of the Bushfire Operations Plan and works with the various depots. The fire management section also includes a large fire suppression capability (approximately 150 firefighters) in the form of the PCS workforce, which constitutes the ’Parks Brigade’.

Too often firefighters cannot fight fires efficiently because of a lack of water. The open water source, such as creek, sea or lake, may be too low for a suction pump; a hydrant may be too far away or not supply enough water.

The fire fighter needs lots of water for warehouse fires, tip fires and tyre fires as well as fires at major hazard facilities or fires at remote locations. The mobile Hytrans firefighting system can set up a water supply system over 1 kilometre in 20 minutes, delivering up to 8,000 litres per minute continuous water supply. Because Hytrans uses hydraulic submersible pumps it can pump water from depths of up to 60 metres, while standard suctions pumps are limited to maximum 8 metres. Large diameter hose of 150mm is deployed at speeds of up to 40 km per hour and recovered at 1 km every 30 min. Special flood pumps will turn a standard fire brigade unit into a high volume pumping-out appliance, pumping 50,000 litres per minute from carparks and tunnels. No wonder that multiple Australian (industrial) fire brigades rely on Hytrans to deliver the water they need to do their job.

New projects will also take the research program into exciting new directions and build upon the work done in recent years. RJ85 Large Air Tankers don’t put out fires. Crews on the fire ground put out fires. RJ85 Large Air Tankers do however assist ground crews in their job, by laying down long retardant lines (or gel or foam lines) to slow the spread of fires and give crews on the ground much needed time and space to extinguish fires.

For this reason, Australian aviation company Field Air has teamed up with Canadian aviation company Conair to bring RJ85 Large Air Tankers into Australia. Field Air and Conair are both specialist aerial fire aircraft operators, with various fixed wing aircraft to offer local fire authorities. The RJ85 fixed wing Large Air Tanker aircraft is undoubtedly the star of our fleets.

Used extensively in North America, the RJ85 Air Tanker is fitted with an external retardant tank with a capacity of 12,500 litres. It can travel at over 700 km/hr to get to the fire ground and once there, drop a retardant line with selectable coverage level to suit the fire (eg. CL8 for thick canopies or CL1 for grass fires).

Built around the relatively young and reliable BAE Avro RJ85 series aircraft, there are eight RJ85 Air Tankers currently in use.
